It is more of a 'sand' than a glitter and is not reflective like glitter. The neon collection is appealing to boys that would prefer not to have a 'glitter tattoo'.
When applying to the tattoo, it is best to 'scoop' the sand with the brush and then spread it into the area you wish it to go. Being sure that is is fully covered.
